[omniORB] ANNOUNCE: Telecom Log Service Client (tlscli) 1.0.0

tlscli 1.0.0 is now available. tlscli is a command-line client for
the CORBA Telecom Log Service written with omniORBpy.

This is a bug fix release, with a minor change: the ``create`` action
can now be used against EventLog or NotifyLog.

This release was checked against the following implementations of CORBA
Telecom Log Service:
- tao_tls_basic, tao_tls_event, tao_tls_notify 2.0.1[1]
- tlserl 0.3.0[2]
