Yes. In python:
NSObj = Orb.string_to_object(IOR)
NS = NSObj._narrow(CosNaming.NamingContext)
It will work similarly in c++. You could also set -ORBInitRef NameService=IOR:00ff... on the commandline, followed by resolve_initial_references("NameService") in your code. I don't as I use omniorb to talk to a dozen different nameservices. It works happily with name service implementations from TAO, JacORB, Orbix. Any ns implementation that conforms to the standards should work.
